Mixed-Use | 63,000 SF | 60 Units | Boise, ID

Thomas Logan transforms a former surface parking lot in downtown Boise into a vibrant, seven-story, mixed-use community that reflects the city’s vision for smart urban growth. The project delivers 60 residential units of 100% affordable housing through the Low-Income Housing Tax Credit (LIHTC) program—ensuring long-term affordability and high-quality homes in the heart of the city.

Alongside its residential program, Thomas Logan introduces 6,000 SF of retail at street level and 8,000 SF of office space on the second floor, activating Grove Street with a dynamic mix of uses. A mid-block courtyard connects the building with the adjacent Lucy apartments—also designed by Pivot North—creating a welcoming public space that strengthens community connection.

A masonry-inspired façade draws from Boise’s historic architecture while establishing a modern identity. By replacing an underutilized lot with an inclusive, mixed-use development, Thomas Logan advances the city’s goals for housing diversity, walkability, and urban vitality. Its integration of LIHTC-supported affordable housing directly into the downtown core demonstrates how design can address pressing issues of affordability and community life.
